- For the purposes of this article, a ‘house-hunter with social ties’ is defined as: a house-hunter who has been a continuous resident of the municipality of Diemen for the past six years, or who has been a continuous resident of the municipality of Diemen for at least six of the preceding ten years, as referred to in Article 2.7.2(2), with the exception of points (a) and (b) of the Hvv 2022. The house-hunter concerned must demonstrate this by submitting an extract from the Basic Register of Persons.
- For the purposes of this article and in the spirit of Article 14 of the Housing Act, ‘house-hunters with an economic connection’ means: house-hunters with a permanent employment contract (that is to say: a permanent employment contract or a fixed-term contract with the prospect of permanent employment) based in the municipality of Diemen in the role of teacher, healthcare provider, firefighter or police officer (m/f/x). In view of the requirement to be resident in the municipality of Diemen, it must be demonstrated by means of an extract from the Basic Register of Persons that, at the time of applying for a housing permit, this applicant has been living for at least one year outside a radius of 20 kilometres as the crow flies from the place of work/post. This distance is calculated from the nearest boundary of the municipality of Diemen, measured from the applicant’s place of residence.
- To prevent properties from standing vacant, BPD is entitled, if no suitable candidate from the category of house-hunters with social and/or economic ties comes forward within two weeks of the publication of the property in question for letting, to let the medium-priced rental properties to ordinary house-hunters who meet the eligibility criteria set out in Articles 2.2.1 and 2.2.2(2) of the Hvv 2022 or its legal successor, and provided that none of the grounds for refusal referred to in Article 2.4.2 of the Hvv 2022, with the exception of Article 2.4.2(1)(d) of the Hvv, or its legal successor, provided that the priority scheme is met on a multi-year average basis.
